New Zealand introduces consignment-based low-value levies
Border duty relief and clearance-management levies are different.
New Zealand’s goods-management levy system changed on 1 April 2026. Low-value import and export levies are assessed per consignment rather than per cargo report.
A value of NZD 1,000 or less is therefore not a promise of zero charges. Separate freight, low-value levies and any GST collected by the seller when planning a shipment.
