Bonded Warehouses in China: How Customs-Controlled Storage Works Storage under customs control What is a bonded warehouse in China? It is a warehouse approved by Customs for bonded goods and other goods whose customs formalities are not yet complete. The key idea is customs control. A normal storage warehouse does not become bonded simply because it holds international shipments. Deferred does not mean tax-free Bonded status can defer import tax while eligible goods remain under the relevant customs procedure. It is not a promise that every shipment is permanently tax free. Goods released into China's domestic market need the applicable import formalities and taxes, unless a specific exemption applies. Choose the right warehouse type Public bonded warehouses serve other businesses. Self-use warehouses store bonded goods for their own enterprise. Special-purpose categories include liquid storage, materials for processing trade, and consigned spare parts for repairing foreign products. Confirm that the warehouse's approved scope fits the cargo. Check the goods before arrival Eligible cargo includes processing-trade imports, transit trade goods, certain repair parts, and qualifying goods awaiting customs formalities. Prohibited imports cannot be stored there. Restricted goods still need the required approvals. Confirm eligibility and documents before arranging delivery. One warehouse, different exit routes After storage, goods may leave for overseas, move into another eligible bonded arrangement, or enter China's domestic market under the appropriate procedure. Each route needs the right declaration and release. For example, re-exporting a batch and selling it domestically are different customs events, even if the boxes look identical. Simple handling has a boundary Packing, sorting, marking, splitting and combining goods are permitted forms of simple handling under the warehouse rules. Substantial processing is not permitted in this type of warehouse. A processing-trade example is not automatic permission to manufacture inside a bonded storage facility. Track the cargo's storage deadline The general storage period is one year. An extension needs a justified reason and Customs' consent; except in special circumstances, the extension cannot exceed one year. This cargo deadline is separate from the warehouse operator's registration. Neither is a free-storage offer. Customs release starts another clock Once the relevant customs formalities are completed, the general removal deadline is twenty days under China's twenty twenty-three announcement number seventy-five. A special extension requires Customs' consent, and the total removal period may not exceed three months. Arrange collection instead of assuming the goods can remain indefinitely. Ask four questions before shipping Is this an approved bonded warehouse? Are these goods eligible? Which customs route will they follow? Who will track declarations and deadlines? Keep the operator, broker and receiving party aligned. This lesson explains China's bonded warehouse rules; it does not establish that an ordinary fulfillment warehouse has bonded status.
